Odd, it works for me with WinEQ2 (I love WinEQ2!) so you can definitely use both! Are you using separate WinEQ profiles for every character? Also what are your everquest settings for WinEQ in EverQuest -> General? Might be something there that's different that might be causing it, not sure what thou...

Do you get any errors when you start the macro on the druid?

Pretty sure the rune comes from a proc, not just from the aura itself. The aura just gives the ability to proc the rune.

Are the stats not going up on #mystats, or on the client UI? The client UI is 95% (percentage not guaranteed to be accurate) of the time wrong, iirc. Try #mystats, if you're not already using it.

VT is a max of 36 characters. The 24 is the IP limit, and iirc there was a lower limit on the # of characters during testing, but ever since it's been live I'm 90% sure there has been a limit of 36 toons in the zone. edit: per instance limit of 36
