I spoke to Elzari in the Hidden Vale and received the letter to Ahenu in Timorous Deep.
I then went to Ahenu and turned in the letter. I then clicked on the link to start the rest of the quest dialog, and he didn't say anything more. He didn't respond to hails after the turn in either.

I have attained Replenish companion rank 3, and I can see the spell effect go off, but my pets health bar doesn't move. Just FYI. Thanks Vaion.
