I had a chat with GM Ydiss and by direct upgrades he meant 'stronger for stats', they're upgrades but not necessarily replacements. Skill mods are supposed to be covered by other augs in T9 already. Slot 17 was also intentional, a reason to hunt for those too. As for Noble's Trinket, again, differen...
